Governor Morrisey Announces  Billion in New West Virginia Investments

WHITE SULPHUR SPRINGS — Gov. Patrick Morrisey announced more than $81 billion in new private-sector investments in West Virginia during the West Virginia Chamber of Commerce Annual Meeting and Business Summit at The Greenbrier. The projects, led by data center developments from NScale and Starwood Digital Ventures, bring the total investment announced under Morrisey since October 2025 to approximately $96 billion and are projected to create more than 19,000 jobs.

“West Virginia is firing on all cylinders and fighting for our families’ future,” Morrisey said in a statement released by the Governor’s Office.

NScale received state approval for High Impact Data Center certification for the first phase of a project representing an estimated $69.2 billion investment. The development is expected to require about 2 gigawatts of electricity and support roughly 4,375 construction jobs and 645 permanent positions. Starwood received the same certification for a $12 billion data center project in Mason County that is expected to require about 2.16 gigawatts of power and create approximately 1,500 jobs. Both companies are expected to cover project-related infrastructure costs rather than pass them on to state ratepayers.

Morrisey also pointed to a planned $13 million Randox expansion in Jefferson County that is expected to create 100 jobs, as well as American Electric Power’s acquisition of the Longview Power Plant and plans for additional generation in the state.

“We can bring billions of dollars and thousands of jobs into West Virginia while protecting our communities, our natural resources, and our ratepayers,” Morrisey explained.

He also urged energy-intensive businesses to consider the state, saying West Virginia has the energy resources, workforce and regulatory environment needed to support new development.
