Civil LLC to Lay Off 279 Workers from Southern WV Coal Facilities

BECKLEY — Civil LLC, a coal company based in Beckley, plans to lay off 279 workers at nine sites across southern West Virginia, according to notices filed with WorkForce West Virginia.

The layoffs are scheduled to take effect Aug. 2 and will affect employees at processing and transportation facilities in five counties. The company said the cuts are expected to be permanent and that all affected workers have already been notified.

The largest round of layoffs will occur at the CV2 mine in Fayette County, where 135 workers will lose their jobs. Another 20 positions will be cut at a nearby prep plant, bringing the total number of affected employees in that area to 155.

In Mingo County, the Delbarton Prep Plant will be closed, resulting in 44 layoffs. Additionally, 33 workers will be let go from the Eagle Energy mine in Kimberly, also in Fayette County.

Other affected facilities include:

  • Stella facility in Kermit (Mingo County): 2 jobs

  • Pine Creek facility in Omar (Logan County): 1 job

  • Page Loadout facility in Kincaid (Fayette County): 2 jobs

  • Falcon facility in Van (Boone County): 7 jobs

  • Beckley Mechanic Shop (Raleigh County): 15 jobs

Gov. Patrick Morrisey (R) responded to the announcement in a statement Thursday.

“It is always painful to hear of layoffs affecting West Virginians,” Morrisey said. “The hard-working men and women of our coal industry have powered our state and nation for generations, and my administration is committed to utilizing our vast energy resources to retain and attract good-paying jobs to West Virginia. We will keep pushing to get as many of these folks back to work as quickly as possible.”

Civil LLC did not provide a reason for the layoffs in its filing.

The news comes on the heels of another coal industry downturn in the region. Earlier this month, nearly 200 employees at the Core Natural Resources Itmann Mine in Wyoming County received layoff notices.
